City of Sugar Land congratulates Shayla Lee on receiving National Early Career Leadership Award.

The City of Sugar Land is proud to announce that Shayla Lee, Director of Strategic & Government Affairs, has been selected by the International City/County Management Association (ICMA) as a recipient of the Early Career Leadership Award in Memory of William H. Hansell, Jr.

Shayla Lee Receives National Early Career Leadership Award

This prestigious national award honors an outstanding early-career local government professional who demonstrates leadership, professional competence, and a strong commitment to public service. Lee was selected from candidates across the country and was also recently featured on the cover of ICMA’s Public Management magazine, distributed to more than 13,000 members.

Lee began her career with Sugar Land as a management analyst in the Data & Innovation Department, where her talent for problem-solving and innovation quickly led to promotions and expanded responsibilities. As Assistant to the City Manager and now Director of Strategic & Government Affairs, she has shaped major citywide initiatives, advanced data-driven governance, strengthened strategic planning efforts, and fostered collaboration across departments and with key community partners.

Her leadership has also extended to culture-building initiatives. Lee co-founded the City Care Club, which supports employees during hardships and celebrates milestones, helping strengthen the culture of care and accountability within the organization.

Lee’s strategic vision, commitment to developing future local government professionals, and passion for public service have made a lasting impact on the organization and the Sugar Land community. The City congratulates her on this well-deserved national recognition.
