The City of Sugar Land is providing an update on the future Animal Shelter project, a significant community investment that will expand animal care services, improve operational efficiency and better meet the needs of the city’s population.
The project is primarily funded through voter-approved bond programs. In 2019, Sugar Land voters approved funding of $6.6 million for the design and construction of a new Animal Shelter. As the project progressed, rising construction costs and inflation significantly affected the original budget. In response, voters approved an additional $12 million through the 2024 General Obligation Bond Election, ensuring the City could move forward with a modern facility that meets both current and future community needs.
Since voter approval, the project has continued to reach important milestones. Earlier this year, City Council approved the design contract for the new facility. Most recently, on Aug. 4, City Council approved the use of a designated portion of Imperial Park for the future Animal Shelter, officially establishing the project site at 7722 U.S. Highway 90A. This action allows the project to continue moving through final design and permitting as the City prepares for construction.
The project is currently in the design and permitting phase. Once complete, the new Animal Shelter will replace the City’s existing facility, which has exceeded its original design capacity, and will provide expanded space for animal housing, veterinary care, adoptions, volunteer support and daily operations. The current shelter will remain fully operational throughout construction.
“This project represents an incredible investment in the future of animal care in Sugar Land,” said Melissa Hobson, Animal Services Administrator. “Our current shelter has served our community well for many years, but we have moved away from simply warehousing animals in kennels toward a model built around behavioral support, medical care and faster outcomes. This new facility will allow us to better serve Sugar Land residents and the animals in our care, improve the adoption experience and provide the space and resources needed to do that well for decades to come.”
The Sugar Land Legacy Foundation is leading a $2.4 million capital campaign to support the future Animal Shelter. The overall project budget includes an assumed $2.4 million in philanthropic support, representing approximately 11% of the total project budget. The fundraising campaign provides an important opportunity for residents and businesses to invest directly in the future facility and support the City’s continued commitment to high-quality animal care. Most recently, the Foundation announced a $100,000 donation from longtime animal shelter volunteer and community philanthropist Donna Hammond. With this contribution and other community donations, the Foundation has raised more than $129,000 toward its fundraising goal. The future Animal Shelter will provide expanded capacity, modernized operations and improved amenities designed to enhance animal welfare, increase adoption opportunities and better serve residents. The project is one of several voter-approved bond investments that support the City’s continued commitment to providing high-quality public services and maintaining an exceptional quality of life.
