Sugar Land City Council adopted a $541.5 million budget and a property tax rate of $0.371116 per $100 of valuation for fiscal year 2027, continuing investments in public safety, infrastructure and the day-to-day services the community relies on.
The FY27 budget includes $344.4 million for operations and $139.0 million for capital projects. The new fiscal year begins October 1. The budget was adopted following a series of public meetings, workshops and hearings where City Council evaluated community priorities, rising costs, service demands and the resources needed to maintain the high-quality services Sugar Land residents expect.
For the median Sugar Land homestead with a taxable value of $369,495, the adopted tax rate results in an estimated City property tax bill of $1,371 annually, an increase of approximately $58.83 per year, or $4.90 per month, compared with the current fiscal year.
Sugar Land continues to prioritize strong financial management while balancing the cost of providing services with the impact on residents. The City’s property tax represents only one portion of a resident’s overall property tax bill, with other taxing entities including Fort Bend County, school districts and special districts independently establishing their own tax rates.
Maintaining the Services Residents Rely On
The FY27 budget prioritizes public safety, infrastructure, mobility, parks, utilities, customer service, technology and the workforce needed to deliver City services.
The adopted budget reflects the City’s continued focus on identifying efficiencies and managing increasing costs. Staff evaluated programs, vacancies, service delivery and expenditures to ensure resources remain focused on City Council and community priorities.
Among the cost pressures considered during development of the FY27 budget were public safety overtime, retirement costs, electricity, contractual services, insurance and inflation. The adopted budget includes approximately $1.7 million in identified efficiencies and reductions.
Investing in Sugar Land’s Infrastructure
The FY27 Capital Improvement Program includes $138,956,944 in projects during the upcoming fiscal year and is part of a five-year plan focused on preserving existing infrastructure, strengthening public safety, improving mobility, maintaining parks and public spaces and supporting economic activity.
Capital projects are funded through a variety of sources, including bonds, utility revenues, grants, developer contributions and other dedicated funding sources.
The budget was developed in accordance with City Council’s Financial Management Policy Statements and Strategic Action Plan. It remains structurally balanced and supports the City’s continued commitment to responsible long-term financial management and maintaining its AAA/Aaa bond ratings.
Utility and Solid Waste Rates
The adopted budget includes an average utility rate adjustment of approximately 3% for residential customers. The adjustment supports continued investment in water and wastewater infrastructure while addressing increasing operating and maintenance costs.
The residential solid waste rate will increase from $22.97 to $24.12 per month effective January 1, 2027 in accordance with the City’s solid waste contract.
The adopted budget reflects the City’s continued focus on providing high-quality services while carefully managing the resources entrusted to the City by residents and businesses.
